REQUIREMENTS
State licensure is permission from your state government to practice or identify as a licensed counselor. Some states require single license and some require more. Laws differ from state to state.
Licensure titles vary by state. Titles can be: Counselor, Licensed Clinical Professional Counselor , Licensed Professional Counselor, Licensed Mental Health Counselor. License is issued by each state regulatory board.
Licensure defines who can legally use the title of a "licensed counselor" and/or who can provide "counseling services" in a particular state. Coaching services are not regulated.

Certification is a voluntary credential that demonstrates you have mastery and proficiency in specific skills and/or knowledge in a niche. It shows you have met the international standards for your field.
